The key question is whether the loan is being provided by an RBI-regulated bank or NBFC, or through an app or Lending Service Provider working for a regulated entity. Before borrowing, verify the actual lender, its regulatory status, the app relationship, the Key Fact Statement and the permissions the app requests.

What does “RBI-approved loan app” actually mean?

The phrase “RBI-approved loan app” is easy to misunderstand. RBI regulates banks, NBFCs and other regulated entities. A digital lending app can be the interface used by the regulated entity or by a Lending Service Provider, or LSP, acting for it. The app itself is not the same thing as the lender.

The current Reserve Bank of India Digital Lending Directions, 2025 define Digital Lending Apps as mobile or web applications that facilitate digital lending and cover apps operated by regulated entities as well as apps operated by LSPs engaged by them.

This distinction matters because a polished app, a high number of downloads or a claim saying “RBI registered” does not tell you which legal entity is actually lending the money.

How can you check if a loan app is legally connected to an RBI-regulated lender?

Use the lender, not the app name, as your starting point. The verification process is easier when you collect the legal lender name first and then cross-check it against official RBI information.

Check

What to look for

Why it matters

Actual lender

Exact bank or NBFC legal name

The regulated entity is responsible for the loan

RBI status

Current registration or regulated-entity listing

Confirms the lender is within the relevant RBI framework

App relationship

Whether the app is the lender’s DLA or an LSP platform

Shows how the app is connected to the lender

KFS

Loan amount, APR, charges and repayment details

Lets you see the cost before accepting

Grievance route

Lender and nodal grievance officer details

Gives you a formal complaint route

Permissions

Only data access needed for the stated purpose

Reduces unnecessary exposure of personal information

Where can you check the lender’s RBI registration?

If the app says the lender is an NBFC, search the exact legal entity name in RBI’s NBFC information and registration resources. RBI states that registered NBFCs are hosted on its website and that its framework includes registration and supervision of NBFCs.

Do not search only for the brand name. A consumer-facing brand can be different from the legal company that actually provides the loan. Match the exact company name shown in the loan agreement, sanction letter, KFS or other lender documentation.

If the lender is a bank rather than an NBFC, verify the bank through its own official website and RBI information. The same principle applies: identify the regulated entity first, then verify the relationship between that entity and the app.

Does RBI publish a Digital Lending Apps directory?

Yes, the 2025 Digital Lending Directions created a reporting framework for Digital Lending Apps. Regulated entities must report the DLAs they deploy or use through RBI’s Centralised Information Management System, or CIMS. The Directions state that the submitted DLA information is published on RBI’s website automatically.

There is an important qualification. RBI also states that the data submitted by regulated entities is not independently validated by RBI and that inclusion of a third-party DLA does not amount to RBI registration, authorisation or endorsement. So the DLA information is a verification signal, not an “RBI-approved app” badge.

That distinction is one of the most important corrections to make to older loan-app articles. A list entry can help you establish an association reported by the regulated entity, but you still need to identify the actual lender and read the loan documents.

What should you check in the loan agreement and KFS?

A genuine digital lending journey should give you more than an app screen showing an EMI. The RBI Directions require a regulated entity to provide a Key Fact Statement, or KFS, and digitally signed loan documents to the borrower.

The KFS is particularly useful because it puts the important commercial terms in one place. The current RBI framework also requires regulated entities to maintain their own public website with information about their digital lending products and DLAs, LSP relationships, customer care and internal grievance mechanisms.

Document or screen

Details to match

Red flag if missing

Loan agreement

Legal lender name, loan amount, tenure and terms

You cannot identify who is lending

KFS

APR, charges, repayment information and cooling-off information

Total borrowing cost is unclear

Sanction communication

Sanctioned amount and lender identity

App and lender names do not match

Privacy policy

Data collection, use, storage and third-party disclosures

Data practices are unexplained

Grievance details

Nodal officer and complaint route

No formal way to raise a dispute

The RBI framework also says that fees or charges payable to an LSP are to be paid by the regulated entity rather than being separately collected from the borrower by the LSP. Loan disbursal and repayment are also required to follow specified account-to-account rules rather than being routed through a third-party pool account.

What permissions can a regulated digital lending app request?

Privacy is part of the legality check, not a separate issue. Under the current RBI Directions, data collection by a DLA must be need-based and based on prior, explicit borrower consent with an audit trail.

The Directions specifically say DLAs should desist from accessing resources such as files and media, contact lists, call logs and telephony functions. One-time access to the camera, microphone or location can be taken when necessary for onboarding or KYC, with explicit consent.

For a more detailed explanation of permissions, see BillCut’s guide to loan app permissions. If an app asks for access that does not have a clear connection to the service you are using, stop and understand the request before proceeding.

Location access also needs context. BillCut’s loan app location access guide explains why a location request is not automatically proof that an app is safe or unsafe.

The RBI framework also gives borrowers control over consent for specific data uses, including the ability to deny consent, restrict certain disclosures and revoke consent already granted in applicable situations.

Already carrying expensive credit-card debt and looking at a loan app for relief? BillCut provides personal-loan options that can be used for credit-card debt consolidation, subject to lender eligibility and the terms shown for the offer. The most useful test is whether the app can clearly connect you to a real regulated lender and explain the loan terms.

The app does not clearly name the bank or NBFC providing the loan.

The legal lender name changes between the app, KFS, agreement and payment instructions.

The app uses “RBI approved” as a marketing claim without identifying the actual regulated lender.

You are asked to pay an advance amount to receive or unlock the loan.

The app asks for broad access to contacts, call logs, files or media without a stated KYC-related need.

The KFS or total cost of borrowing is unavailable before you accept the loan.

Repayment is requested into an unrelated personal account or an account that does not match the regulated lender’s instructions.

There is no clear grievance contact or official lender website.

The app was sent to you through an unsolicited APK, SMS or social-media link rather than an official app-store or lender channel.

BillCut’s guide on how to identify unsafe loan apps covers these warning patterns in more detail.

Can an app be on an RBI DLA list and still not be “RBI approved”?

Yes. This is the distinction many articles miss.

Under the 2025 Directions, regulated entities report their DLAs to RBI through CIMS, update the information when their DLA relationships change and certify the information they submit. RBI then publishes the submitted information automatically. The Directions explicitly say that inclusion of a third-party DLA does not confer RBI registration, authorisation or endorsement.

So think of the process as a chain:

Find the app’s actual lender.

Verify the lender as a regulated entity.

Check the app relationship and DLA information where available.

Match the lender details across the KFS, agreement and official website.

Check the cost, permissions and grievance route before accepting.

What does a safe verification process look like?

Step

Action

What a good result looks like

1

Find the legal lender

A named bank or NBFC is clearly identified

2

Check RBI status

The lender appears in the relevant RBI regulated-entity information

3

Check the app relationship

The app’s DLA or LSP relationship is disclosed

4

Read the KFS

APR, charges and repayment terms are understandable

5

Check data permissions

Requests are need-based and consent is explicit

6

Check complaint details

A lender grievance route and responsible officer are identifiable

What happens if the lender or app details do not match?

Do not treat a mismatch as a minor technical issue. If the app name, legal lender, KFS, payment account or website point to different entities, pause the application and verify the relationship through the lender’s official channel.

Do not rely on a screenshot of an RBI page supplied by the app. Open the official RBI resources yourself and compare the legal entity name character by character.

If you suspect an unauthorised lending operation, the RBI Sachet portal is the approved route in the Citation Library for checking registered entities and reporting illegal lending or money collection.

What should you do if you have already shared your details with a suspicious app?

First, preserve evidence. Review bank and payment-app activity, change credentials where appropriate, revoke unnecessary permissions and avoid continuing communication through unofficial payment channels.

If money has been lost through suspected cyber financial fraud, the National Cyber Crime Reporting Portal is the government reporting route listed in the BillCut Citation Library. The library also records the cybercrime helpline as 1930.

For a consumer grievance involving a service provider, the Government of India’s National Consumer Helpline provides complaint registration and tracking, including its toll-free 1915 channel.

How much can a small fee change the real cost?

Here is an illustrative example, not a quote from any lender.

Suppose an app says you will receive a Rs 10,000 loan and asks for Rs 500 as a processing charge plus Rs 300 as another upfront charge before the money reaches you. If you pay those amounts separately, you have paid Rs 800 to access Rs 10,000. If the app then disburses the full Rs 10,000, the extra cost is already 8% of the principal before interest or other charges.

Illustrative item

Amount

Promised loan

Rs 10,000

Processing charge

Rs 500

Other upfront charge

Rs 300

Extra cash paid before the loan

Rs 800

Upfront charges as a share of Rs 10,000

8%

The calculation does not by itself establish whether a lender is regulated or whether a particular charge is lawful. It shows why you need to look at the full cash flow, not just a headline interest rate or the promised loan amount.

What does RBI require about complaints and recovery?

The current Digital Lending Directions require regulated entities and relevant LSPs to provide grievance redressal arrangements for digital-lending complaints. The regulated entity remains responsible for grievance redressal, and the Directions provide a route to RBI’s Complaint Management System in specified circumstances, including where the complaint is rejected, the borrower is dissatisfied with the response, or no response is received within 30 days.

RBI’s framework also requires information about an authorised recovery agent to be communicated to the borrower before that agent contacts the borrower. That means a message from an unknown person demanding repayment is not something you need to treat as self-authenticating simply because it mentions a loan.

Why checking the lender matters more than checking the app brand

An app can change its branding, interface or marketing language. The regulated lender behind the credit relationship is the more important identity to verify.

This is also why static articles listing “top RBI-approved loan apps” can become unreliable. The relevant question is not whether a blog names an app. It is whether you can identify the current lender, verify the lender’s regulatory status and match the app relationship and loan documents.

RBI’s own financial education initiative is designed to improve awareness of financial products, good financial practices, digital finance and consumer protection.

How can you avoid confusing a legal loan app with a fake one?

Use a repeatable check rather than trusting a single signal.
